What is an FFL?

FFL stands for Federal Firearms License.  Businesses that deal in the exchange of firearms must maintain a FFL and appropriate records regarding the acquisition and disposition of firearms inventory. Any shipment of firearms via common carrier whether in state or interstate must be made from one FFL holder to another FFL holder and the transfer of the the firearms must be recorded in the acquisition and disposition records of each FFL holder.

Only then can the firearm shipped be legally transferred to citizen who does not hold an FFL.
